The Drug Interventions Programme ( DIP) in South Wales is both a treatment and offender management tool funded by the Welsh Government and Home Office UK. The aim of 'DIP' is to ensure individuals whose offending behaviour is related to their substance dependency are engaged and retained in treatment.

DIP is a criminal justice intervention that aims to get the right people into the right treatment and interventions,quickly ,through effective triage assessment and appropriate clinical and psycho social interventions.

In South Wales, DIP is a major part of the Integrated Offender Interventions Services (IOIS) that deals with the majority of adult (18+) substance dependant individuals from within the key criminal justice referral pathways; Police custody suites, arrest referral, drug testing on arrest, prison leavers, individuals currently undergoing or leaving community orders ,and other individuals with a demonstrable CJS referral pathway.

The Integrated Offender Interventions Service in South Wales is a partnership approach between the Welsh Government,Wales Probation Trust, NOMS Cymru and South Wales Police to address the complex treatment and support needs for individuals within  the Criminal Justice System (CJS).

 In South Wales the IOIS ,including DIP, is a regionally commissioned service delivering interventions that support and bolster the aims and aspirations of wider partnerships within the South Wales Area Planning boards for substance misuse and South Wales Integrated Offender Management Board.

From 1/4/2012 the IOIS provision, including DIP,delivers the following key interventions across South Wales:

  • Drug and alcohol arrest referral
  • Drug testing on arrest
  • Prison in-reach and pre-release co-ordination
  • Statutory drug and or alcohol interventions ( DRR / ATR /ARR )
  • Clinical assessment and rapid access to prescribing
  • Triage assessment and care-planning co-ordination
  • Brief interventions and referrals
  • Court representation and advocacy
  • Service user consultation and service refinement
  • Wraparound social support and access to wider community provisions
